Looking at getting the quick way from Khujand to Dushanbe by taking a flight with Somon air.
Now looking at their website there is no tickets...

So a small update.
Never got any reply to the 2 mails I sent to Somon Air peviously and apparently they started to release the flight tickets only 1½...

Evisa rejection is not the end, no. There is the visa on arrival + a trip to OVIR police to register, or getting it at a Tajik embassy in person...
