Confirmed by locals ATMs no longer dispense US dollars since October 1. ATM exchange rate was 9230 which is lower than current market rate of 9580. And for some reason my KZ cards were working inconsistently with local ATMs. MasterCard/Visas of different banks worked differently on the same ATMs. Ha...

It's possible, however I STRONGLY recommend NOT TO USE ATMs as Manats will be converted at a official rate which is 3,5TMN -1 USD, while black market rate is 17 - 19 for a buck. During "normal days" you might get a rate as good as 19.
However, If you're coming with an official delegation during some events or expos the hotel workers, taxi drivers and etc. will be extremely cautious and most likely will not offer you "exchange operation" right away.

I can confirm that sim-cards are still working without registration despite talks of rendering them unusable unless registered, At least for now.
