Mazar is relatively safe, especially if you only stay a couple of days. The situation in Balkh changes all the time so you'll have to find out once in Afghanistan. Wagah is the only official border crossing that is open between Pakistan and India.

Overlanding it is impossible from Islamabad. The border isn't open to foreigners. Flying is your only option.

It is open. Be advised that you need a valid visa for Pakistan, and can only get one in your country of residence.

Does anyone know if withdrawal limits at ATMs are lifted, too? Or should visitors still bring ample cash (assuming ATMs dispense Som at the market rate)?

Nearly impossible. Overland travel in Afghanistan is not recommended, and this route will lead you straight through Taliban controlled areas.

I think those borders are only open for trade purposes. Under current policy, you always have to go to Quetta anyway, to get a NOC for Balochistan., anyway. So at those borders you'd probably get security, too. But again, I don't think they're open to the public.
