Got my Tajik business visa from there some months ago. The consulate was easy to find, a cosy little building in a very cosy neighbourhood close to Atatürk Airport. I did this one by foot a few months ago - as with all the Uzbek border crossings, they check ALL the pictures on your phone (they actually didn't see my camera when they went through my luggage).
