Are the embassies closed during Eid al-Fitr?

I'm planning to apply for an Uzbek visa in either Almaty or Bishkek. (Dushanbe is also a possibility.)
The Mulim holiday of Eid al-Fitr will be about 5 - 7 July.
Does anybody know if the embassies will be closed during the holiday?

If I don't get any serious advice, I will concider to get a LOI. But it's a waste of money (and time) if I don't need it..

In Almaty you can get an ordinary tourist visa the same day, if you have a LOI. Without it will probably take many days...
I just wonder if I will save time by getting a LOI even if it's a transit visa.

Hi! I'm planning to enter Uzbekistan from Tajikistan, and exit to Afghanistan. If I apply for a transit visa, a LOI is not necessary, but I've read several places that applying for an Uzbek visa without a LOI normally will take much more time.
