Well, there are not too many speed limit signs in Tajikistan — but 60 and 90 sounds reasonable. Highways and motorways is a bit irritating, I mean, are there any highways in TJ?

I cannot answer 1-3, but it is definitely possible to hitchhike to the border, there's some traffic on both sides and the border is open all day long. No, you don't have to buy your own fuel card. Price for normal fuel is around 2,000 Toman/liter, depending on the location.

I can confirm what marten568 is saying, it's a nice border crossing. We asked on the Uzbek side if we could skip the line of the waiting cars and they let us.

Crossed there with my car in mid-May as well, very bad road on both sides but a wonderful scenery. Took less than 15 minutes for everything.

Actually, I was speeding as well on some parts and I never received a ticket. Locals told me that foreigners will not be fined and there is definitely no check or entry in the system when leaving the country.
