There's a kiosk near the VIP Lounge of the Tashkent International Airport which will exchange your som to USD but I think they will only exchange those with particular serial numbers (I forgot which, though, sorry). I was in Uzbekistan earlier this month and my hotels in Khiva, Bukhara, and Samarkand all accepted USD without problems...

1USD exchange rate on October 9th was 8,000som.

In Khiva and Bukhara I was able to exchange USD to som in my hotels. In the bigger cities of Samarkand and Tashkent, they will tell you to go to the banks.

Hello, I was in Tashkent airport on October 9th. It is around 20-30 minutes from the city (at least from my hotel). It's small and there were not too many seats for people waiting to enter the departure area. I thought of using the business lounge but it was for 125 USD. No freaking way! So I stayed...
