June 2014: Confirmed, you can only pick up transit visas in Baku that have been applied for elsewhere. You cannot apply for a transit visa in Baku. Why is the rejection rate high ? If we are well dressed and polite and older and only wish to go from point A to point B why would we be rejected ?
