Yep... As long as it's declared and you don't leave with more than that amount it's a non-issue. It'll take a couple of extra minutes to fill in the currency declaration form at the red channel, but nothing legally to fear by doing so.

In the past it was quite easy for foreigners with tourist visas to open bank accounts in China. A couple of hours of paper-shuffling at the bank and you'd walk out with a working debit card. Yeah fair call..... I did some reading and does seem to be possible, but will need a Tibetan based travel company to arrange all necessary permits, plus guide, plus if you are really unlucky on application an additional escort vehicle. Gonna be big $$$... Seems like an amazing trip though.

I'd be highly surprised if you are allowed to cross from Nepal into Tibet in your own campervan. Generally you'll only be issued with a travel permit into the province upon signing onto a tour with a guide who will remain with you for the duration.
