Yes, it is. I am an EU passport holder and managed to cross the border flawlessly. In fact you're not really entering China, just crossing the Kazakh border, so Chinese visas are not required.

Crossed the border in the morning, mid-July. A few cars and people already in line. The guards would peek into every car and carefully check the documents, but the whole procedure is pretty fast and takes c.a. 15-20 min. for a car with 4 passengers.

After my visit in mid-July, I can now confirm that both lakes are accessible. There are ongoing construction works on the road to Kolsai and a new asphalt road directly to the lower lake is expected soon. Currently, workers are closing fragments of the road while laying asphalt, so short (10-20 min....

Been there recently. I can confirm what @Valikhanov wrote above. Crossing the Kazakh border and customs is pretty easy if you're just a tourist. The area is pretty interesting, just to see what those shopping malls look like, some of the products and people. Better plan to leave earlier, as getting ...

I guess so, just check your station name on the ticket (АСТАНА or АСТ-НУРЛЫЖОЛ), and you'll easily look it up on Google Maps.

Both http://bilet.railways.kz and http://epay.railways.kz should work, I personally used the latter one. The train you're interested in is probably АСТАНА НУРЛЫЖОЛ - АЛМАТЫ 2. As stated on the subpage of caravanistan.com, road to Kolsai Lakes was closed due to landslide in April. I've seen recent comments on tripadvisor stating that the road to Kolsai Lakes has been reopened so the update may be considered. But on the other side, I've also heard rumors on Kaindy lake road...
