The new website for booking trains is now love (since August) and I believe there is a separate forum thread for this question. You will need a visa card to do it though.

I got a UMS sim card in the main office od UMS in Tashkent. They have two tourist price plans available and the sim card is valid for one month. Passport necessary.

The most recent exchange rate was 1 USD = 7800 Sum and 1 EUR=8000.

I forgot about the passport copy. They also made a copy of my visa to Uzbekistan. Overall, it was pretty straightforward as well though it took a while. Thanks and good luck!
