I travelled in Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan. In those countries in the cities Russian language always worked. I can only guess. But my guess is that they want a hotel with the special view to attract certain type of clients. That's why they want to build it just next to the famous rocks.
