I travelled in Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan. In those countries in the cities Russian language always worked. I can only guess. But my guess is that they want a hotel with the special view to attract certain type of clients. That's why they want to build it just next to the famous rocks. Hi. OsmAnd application for navigation has trails, passes and yurt camps marked around Son Kol. Although it's not as detailed as you need. Names of yurt camps are not shown there.
