I travelled in Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan. In those countries in the cities Russian language always worked. I can only guess. But my guess is that they want a hotel with the special view to attract certain type of clients. That's why they want to build it just next to the famous rocks. Where did you buy that ticket?
On their Facebook page Somon Air said that they have stopped international flights since March. But there are fake sites that sell tickets.

Hi. OsmAnd application for navigation has trails, passes and yurt camps marked around Son Kol. Although it's not as detailed as you need. Names of yurt camps are not shown there.
