Has anyone heard of the possibility of acquiring the citizenship of any of the stans, preferably one that recognizes dual citizenship? Kyrgyzstan? Tajikistan perhaps?
Is this a possible thing for non-USSR people?

Sorry, I have no idea how to get a driver's license. A lot of people just pay for it, that is definitely the quickest way to get it.
