Fyi the communications ministry just announced that starting august 20th the cost of a sim-card will increase to 250 tjs...roughly 25 dollars. If you travel on a budget, you can take the marshrutka 380 from just in front of the airport all the way to the Western Bus Station (Zapadniy avtovokz'al) for 40 KGS and take the first marshrutka from there. I guess there is a luggage deposit at the airport, but I did not use it. The service is quite common across ex-USSR. I had some indirect confirmations that the Afrosyob train is put for online sale only 2 weeks before the respective data. E.g. tickets for August 15-31 can be purchased only after August 1-2.
