It's said from Oct 23rd the tourist visa will be issued again but keep in mind in Iranian system they play with words nothing is fixed. check the evisa.mfa.ir link as soon as it's tourist visa section is open again you can apply.

U need to book it very soon because it will be full in late march and april as it's around Iranian new year holidays. I can help u to book. I think there are 3 or 4 buses daily.

U don't need to apply for a visa in another country. u just need to exit and enter again , then u will get a visa on arrival at the airport.
