I think for many countries they are only eligible for standard visa. For sure in US embassy you are eligible for the $25 for "tourist visa" +$50 GBAO prices for US citizens, I emailed them a while back and they confirmed this but wasn't able to do it before I left for my trip. Regardless I...

As an aside, I have since heard back from the embassy in Bishkek and they contradicted what guy in UB told me, only 3 month maximum visas are available in Central Asia. So get elsewhere.
