Even if your driver is able to enter Afghanistan, I suspect he would decline to drive you up the afghan wakhan for various reasons including lack of familiarity with road and it's conditions and the wakhan taxi "mafia." And from a tourist perspective, it likely better to get a local driver who knows...

I remain skeptical. According to that article, 6% of those with antibodies were hospitalized, and if over 50% of the country has been infected (and note that herd immunity isn't projected until over 80% are protected), that would suggest that 3% of the country has been hospitalized for Covid in the ...

I don't believe there has been anything approaching herd immunity in the region. Also, even if we ignore the fact that there aren't a lot of serological antibody surveys to test for the prevalence of infection even in western countries, it's hardly a surprise that governments in Central Asia wouldn'...

Well, given that airlines consult IATA and not the US State Department when letting people board, it doesn't matter if the State Department is right because they're not going to let you on the plane regardless.

Whatever the reason may be for apparently low infection rates, I think it's virtually impossible that herd immunity is the answer. I would assume that when you sign an agreement to quarantine for 14 days, they expect you to actually quarantine for 14 days. For those who have been in red countries, I expect they either enforce the quarantine in specific locales or check up on you to make sure you're actually quarantining.
