Their covid restrictions and regulations have clearly always hinged on citizenship and not residency. If you want to talk about the supposed purpose behind their covid policy, also recognize that visa policies are mainly about income levels and the risk of illegally overstaying. I guess it depends on what you want to do. Does no trekking mean you don't even want to do some light hikes to enjoy nature (which seems the main point of Kygyzstan, to me), or does it mean you just want to stay within 100m or whatever of your car? I personally think it's better to not spend so much...

If I arrive at Schiphol with Kyrgyz citizenship but Canadian residency they won't magically let me in without a visa just because I live in Canada. Not sure why it's surprising when regulations are followed in other countries as well.

That seems wildly optimistic to me. Unless you like to spend almost all day in the car, you're not giving yourself much time to do or see anything in any of the places. Plus, if you're driving yourself, it's unlikely you will even make it to some of the places you want to go.

Has the Pamir Crossing already been closed in the past ? It was closed in the summer of 2012 during the Pamir conflict.
