I think you probably need to do some research on border crossings, visas, and permits for Tibet.

But (obviously) no tour company wants to let go of the fat bucks and provide juust the letter of invite. When you ask if you can do a 2-day trip to the Pamirs from Uzbekistan, it's pretty clear you didn't do basic research. Certainly not enough to get huffy when someone suggests you do basic research before asking a question.

Lots of people are having evisas be rejected in the past week.

If you are on a bike the police will most likely follow you in a car and direct you to a place that can take foreigners (or will manually register you at a place that does not normally take them). There are many such reports of this on the forums here.
