I took A-27 aktobe-kandyagash-dossor last august, from aktobe to mukur. First 100-150 km from aktobe, not bad. Then, almost no road: only option was to ride in the sandy side tracks in the steppe. Kyrgyzstan is part of custom union with Russia, Kazakhstan, Belarus and Armenia. When you will enter Kyrgyzstan from Tajikistan, you will be given temporary import papers. No: the article is clear.

Happyfrog probably did not read it, or did it without paying necessary attention.
I don't know them, but it looks like they are not used to travel in the area and acted as perfect target for scammers.
