There are cheap flights from Kazakhstan to Novosibirsk, from which you can travel through Siberia to western Mongolia and then to the capital. Obviously that requires a Russian visa and more time but I found it to be an interesting itinerary that I'll try in the future. You can then cross the border...

Using Yandex taxi app a ride to the airport should be 1500 tenge so you can stay wherever you want, not necessary to be near the airport. Personally I would choose option A

You will get a bad rate at the border but useful to get some pocket money. Get it on the Uzbek side, my taxi driver stopped to let the exchange guy in.
