The blue sign is gone however, in fact it was in a corner in the back of the office, and from the outside nothing marked it as the immigration office. You need the small office just left of the bakcell shop.

I passed through Çıldır on my way to the border at Posof today and the locals told me that the border at Çıldır/Aktas reopened on 18-10.
