Just registered here.
The blue sign is gone however, in fact it was in a corner in the back of the office, and from the outside nothing marked it as the immigration office. You need the small office just left of the bakcell shop.

My experience was more or less similar to the one from abbytia and thebee As thebee mentioned the embassy is open 10 am to 1 pm only, no afternoon opening after that. Crossing the border didn't cause any trouble at all. It's a huge new complex but it was almost deserted when I crossed. On the Georgian side there is a bank but they where short on Lari. I passed through Çıldır on my way to the border at Posof today and the locals told me that the border at Çıldır/Aktas reopened on 18-10.
