I read another blog talking about guys selling fuel from the back of tanker trucks near Bulunkul, but I can't find the link at the moment and I'm guessing they aren't always there.

Everyone entering Tajikistan from any border should get the form/card and keep it until you leave. This was noted in the (older) Lonely Planet I used, so the scam has been around a while. I took a picture of mine when I got it (it isn't stapled into your passport) in case I lost it, but I don't know...

One suggestion I would have is to take the Trans-Mongolian only through to Sainshand, spend a day or so there, then take the local train up to UB. I tried to change my exit border at the appropriate ministry in Ashgabat, but it wasn't officially possible to get my visa changed, and I didn't want to try my luck at the border (especially since I wanted to exit to a different country). I think the immigration point has been in Ulugqat/Wuqia/Uche for at least three years.
