I think they can't accept foreigners anymore. The Maitian hotel/hostel (now trading under the "Lakeside hotel" name) was open and accepted foreigners as of earlier in July.

I’d really recommend Pamirextreme guesthouse. It’s the last house in the village as you go south on the China road.
Why? Well, it has: hot water, decent wi-fi, good food and a great host in Shamurat. Price is $20/night for a bed including breakfast and dinner, both good.

I really like Darejani, Momo and the restaurant with the logo of a chicken (Coco?) all on the same street, Kunaev. Prices might be a bit steep for a backpacker’s budget but hey, we are what we eat!

No one asked me for onward flights when I visited Uzbekistan, only length of stay. China, on the other hand, did. No clue on Kazakhstan as I don't need a visa there, sorry.
