I thought Americans weren't required to have insurance. The website of the Russian Visa Center in Houston is explicit:

"US CITIZENS ARE NOT REQUIRED TO HAVE HEALTH INSURANCE IN ORDER TO APPLY FOR A VISA."

The official online registration site has been changed. It now says you need to register your address if you plan to be in the country "more than 15 days."
