Had no problem getting an MTN Sim card in Turkmenabat. August 2017. Official shop, guy spoke good English and just copied transit visa and passport....

Yes, it turns out there is only one local network, and you have to go to their office in Ashgabat to get a SIM. Nothing at the airport, apparently....
