depends on how far you go into the park.
We went up to below area, 4x4 was needed definitely.

I have been there last week.
I reached Basshi with a normal car.
I tried to rent a jeep with a driver and was offered one at the park office for 50.000 tenge. Evening to the dune, morning to Katutau/Aktau mountains (the last being the place on the google maps link posted here).
Ended up that a jeep was not available.

So I went to both places driving myself with the car (Hyundai Accent).
The tracks are infested with tole ondulee, but I reached both locations without any problem, driving at 60 km/h

I just skipped the 8 km detour to Katutau mountains because the guy at the office told me it was not possible with my car, but I'm not sure about this last info, as I did not try
