we will Cross the RUS-KAS Border at Oral, probably afternoon & head on towards Atyrau.
Does anybody know.....
...If we will get in trouble sleeping in our tent so close to the Border
...a good camping spot in the region?

Do you mean Samara - Oral border crossing?
Depends on how close to the border. Are you going to drive Samara - Oral main road after the border crossing?
If so I don't see any problems if you drive 10-20 km away from the border and camp somewhere.
I doubt there are good camping spots there. No source of drinking water. You need to bring your water with you.
I used to often drive on Aksai - Ilek road and Oral - Atyrau road.
I guess the Samara - Oral is kind of the same. It's flat steppe. Should be very few trees along the main road. You can camp somewhere in the steppe then.

Steven, all my local knowledge can be described in one sentence: flat steppe, steppe, and steppe again.
So cross it quickly and get to Almaty region to enjoy variety of nature)
