Do I need to buy a CAR INSURANCE for KIG ?
If yes, can I buy this at the border?
Last question: Must I register myself as a foreign tourist?

In Kyrgyzstan, from 04/01/2023, it is mandatory to have an insurance policy (OSAGO) for foreign cars. For their own from 01/01/2024. A fine of 3,000 soms, but now they are discussing its application.

It depends on citizenship. If Germany - 60 days without registration, Iran - 8. What is your citizenship?

I was stopped at least a few times by Kyrgyz police asking for my car insurance ("strahovka"), so I'd say it'd be good to get it.
You can definitely get it at most borders, but to be safe (in case border didn't have or if they were closed), I bought car insurance in advance via the following method. Since it is not possible to get the policy online (you'd need a local phone number and a local ID number), what I did was call a large car insurance provider via their main call line via ViberOut, and then explained that I was a foreigner with a foreign car to the agent. I then would request to chat via WhatsApp in order for them to buy the policy for me. From here you can send them information about the cars, etc. and they will make the policy for you immediately, and can send you a PDF copy, which is all you need if police ever ask.
For Kyrgyzstan I used Ingosstrakh insurance, and called the first phone line on their website. It cost 2,500 kyrgyz som for two months and as a young driver under 25, but please don't worry if it costs a bit more as it varies heavily by vehicle type and other factors.
As for payment, they will ask you to send via a "perevod" or money transfer basically. They will give you a 16 digit number and their name, but since I am not a local and don't have their local payment apps, I used this app called Paysend to complete the transfer for me. Paysend easily accepted my western debit card as a valid payment method. You basically download the app, take time to complete the sign up and verification process, and then after you are verified it'll be very easy to make payments to their 16 digit number accounts (works in KZ, KG, UZ, and TJ very well).
