Obtaining a Kyrgyzstan visa at the land border to China?

We are 4 people from Sweden, and we are flying to China this summer and then going west, crossing into Kyrgyzstan at the Irkeshtam border crossing. However, I'm having a hard time figuring out if we need to obtain a Letter of invitation beforehand (and thus a visa) or if we can just show up at the border?

"Visa-free travel
Visa-free travel has gone into effect on July 27th 2012, giving 60-day visa-free travel for the following 44 countries.

Australia, Austria, Belgium, Bosnia and Herzegovina, Vatican, United Kingdom and Northern Ireland, Hungary, Germany, Netherlands, Greece, Denmark, Iceland, Ireland, Spain, Italy, Canada, South Korea, Kuwait, Latvia, Lithuania, Liechtenstein, Luxembourg, Malta, Monaco, New Zealand, Norway, United Arab Emirates, Poland, Portugal, Saudi Arabia, Singapore, Slovakia, Slovenia, United States of America, Finland, France, Croatia, Czech Republic, Switzerland, Sweden, Estonia, Qatar, Brunei Darussalam, Bahrain.

We can confirm that the rule is followed both at land borders and the airport."

But then, further down, it says:
"Kyrgyzstan tourist visa
The Kyrgyzstan tourist visa is issued for 15 or 30 days, with single or double entry. There is no difference for authorities in Kyrgyzstan, visa application form and procedure stay the same. Longer duration and double entry is simply more expensive.

Standard procedure to apply for a Kyrgyzstan tourist visa is to bring a letter of invitation from a tourist company. However, citizens of some countries do not need a letter of invitation and can apply for a tourist visa straight at the embassy. These are: Albania, Bulgaria, Chile, Cyprus, Indonesia, Israel, Macedonia, Montenegro, Oman, Romania, South Africa, Slovakia, Serbia, Venezuela. Citizens of these countries also do not need to register at OVIR."

^Notice how Sweden is not mentioned there, thus indicating that we need a visa.

Also, further down on that page, it says "It is possible to get the Kyrgyzstan visa on arrival only in Bishkek’s Manas airport, not at a land border."

Leaving me at a loss. Neither do they have an embassy in Sweden that we can go to for guidance, but are referred to the one in Berlin.

If anyone has any help on this it would be much appreciated!

These two points have little to do with each other. You're on the list of 44 countries that enjoy *visa-free* travel, thus you don't need to apply for a visa at any point whether land border or arriving by air. So, you're not actually getting a *visa on arrival* because you're arriving to the country and entering *visa free*. Don't worry about it, and enjoy your trip!
