Shepherd's festival in Char Kuduk/ Karkara Valley

Does anyone know if the Shepherd's festival Char Kuduk in Karkara Valley does take place in 2017? Is it actually worth seeing?

I would also like to know. The problem is this festival is organised very locally. There is no one advertising it for foreigners or even for people of Bishkek. So you would need to have a good contact to find out. Most tourism professionals do not know about it.
