Kyrgyzstan e-Visa validity (and also VOA?)

Dear, all. I'm from Indonesia and I am planning to visit Kyrgyzstan on early November 2018. I read that I don't need an Invitation Letter and that makes me happy.

I'm wondering when is the best time to apply for the e-Visa. I read from the information on the Caravanistan's Kyrgyzstan visa section that the validity starts from the approval date. I'm planning to apply the Single Entry - 30 days e-Visa. When is the best time to apply?

And also, is Visa on Arrival still implemented at Manas International Airport?
