What I know, it's almost impossible to get a tourist visa to Libya. Drew Binski who has visited all countries in the world, was very lucky to get a business visa for a few days, if I remember correctly. Check out his Youtube channel. He's the only person I know has been to Libya.
Visa to enter Libya is done in 2 parts. First the tour company or sponsor must submit an application to the passport office in Tripoli with your details. Once authorization is issued it is then sent to the Libyan embassy. Only then the Libyan embassy in your home country can accept your application for the visa.
