Not exactly Khiva, but in Nukus we had some excellent meals at a new Turkish restaurant called Sofram, around the corner from Hotel Jipek Joli (Sayakhatsholar ko’chasi 13a). Maps.me knows the place, Google Maps not yet. They have a rather large menu and nice interior (with just enough Turkish accents, but not so many as to make it tacky). The guests are usually (but not exclusively) young people. I would say prices are moderate.
