Surface temperature is not how temperature is normally recorded: atmospheric/air temperature is the standard of measurement. The reason for this should be fairly obvious, given that our bodies/skin tends to interact with the air, and not with the ground. The ability to cook an egg on asphalt has no bearing on whether or not an egg held in the air will cook itself, for example.
I'm sure an educated guy like Mazeno understands this, and I'm sure he also read the part of his linked study that says:
