Hiking in Kyrgyzstan End of Oct

Hi,
I need advise about the weather condition in Kyrgyzstan and Tajikistan end of Oct till end of Nov. My plan is to arrive Bishkek around 25th Oct and travel in both country till 22nd Nov. Fly in and fly out to/from Bishkek.

Planning to hiking and camping in both country. not into city.

There will be snow and cold in the mountains. 
Don't reccomend camp in a tent. It's below 0 degrees at this time in the mountains. Unless you have experience in winter camping and have winter camping gear.
Some passes like Chimtarga pass can be unavailable due to snow in November.
Better to hike and camp below 2000 m high. Don't reccomend to go higher than that in the mountains for longer than a day. 
Also remember about danger of avalanches.
Ask locals if it's safe before going on a trek. And don't go too far from people's sites. 
Don't know if there were cases in Kyrgyzstan and Tajikistan but in Kazakhstan it's a few cases every year when inexperienced people go too far and get frozen in the mountains in October-November.
