China borders reopened, no more covid quarantine, but tourist visa to China still not open to apply

Hello,
We can now apply for a tourist visa.
Is it better to order it in your own country of residence or from China? I have read that it can be done online at an agency in Shanghai, but I don't know which is better.

In addition, I am registered to make the transit from China (since my interest is really to go to Vietnam and Thailand) with the Drive China agency.
Does anyone have experience, or plans to travel with them? Are there more interesting agencies?

I am in Spain, so I think I will have to go on transit from Georgia to China, passing through Russia.
I speak enough Russian, however I speak very bad English
