China Visa In Pakistan - Group Tour?

I am working on my travel itinerary for 2018, for Central Asia. One idea is to take the Karakorum highway from Pakistan to China and from there to Central Asia (all 5 CA countries), then to Iran and finally Pakistan. But there is a weird requirement for Chinese visa for Pakistanis: they need to join a group tour of 10+ people. WTF! Can't I just book an individual guide to accompany me from Khunjerab Pass to Kazakh/Kyrgyz/Tajik border? I just want a solo road trip, not to be part of a marching band of tourists. Any tips on how to deal with this situation?

I know Pakistanis are very good at dealing with the many strict visa requirements thrown at them, so perhaps ask how to circumvent this rule in a Pakistani travel forum?

Best option that immediately springs to mind (you will have to research yourself if it's possible) - transit visa.

Otherwise (likely to be much more difficult and expensive): business visa.
