Some thoughts. The Forum can impose a limit on the creation of new topics. For example, a new user must have at least three useful messages. Or the first messages of a new user must be approved manually by a moderator. There are probably other filters, I do not know the capabilities of this forum engine.

I have done just that for the time being. I can't keep it up, I don't have time to be checking the forum twice a day. I'll see when the spam starts slowing down, usually these episodes don't last too long. Once the summer is over most people will forget about the forum and things will calm down.

Maybe you could block certain words? In phpBB you can hard code some banned words into the posting.php, for the recent spam attack maybe something like call + girl? I doubt any serious topic in this forum would ever be about callgirls on the silk road

1. A new user can create a new topic after writing at least 5 messages on the Forum.
2. A user cannot post a message more often than once every 15 minutes.
Don't you want to try this algorithm?
The latest spam messages (spam topics) are created at intervals of one minute by the same user/spammer. Using this algorithm, it will take at least one hour to create each new topic. And such a waste of time is unlikely to please the spammer. The parameters in points 1 and 2 can be changed in accordance with reality.

I have reactivated the spam plugin. It also catches a lot of non-spam and it doesn't catch all spam so I turn it off once the episodes are over.
