I can recommend Turkish Restaurant Sait Efendi at the Dushanbe Mall. The Eiffel Tower replica behind Dushanbe Mall contains an elevator to the restaurant. You can also access the restaurant via the food court in the upstairs of the Dushanbe Mall. The restaurant is popular with locals and serves the full range of Turkish food at reasonable prices.
