I was in Tajikistan until last week and most drivers and some guesthouses/hotels would take somoni or USD but use a rate of 10:1 meaning its actually preferable to pay dollars given current exchange rate.
You will need somoni for supermarkets, places to eat, museum etc.
From my experience ATMs also only give somoni.

It depends on what money they have. If you have $20 and they had $5 they would give it, otherwise in som
