I was in Tajikistan until last week and most drivers and some guesthouses/hotels would take somoni or USD but use a rate of 10:1 meaning its actually preferable to pay dollars given current exchange rate.
You will need somoni for supermarkets, places to eat, museum etc.
From my experience ATMs also only give somoni.
