Well, they did claim it was a recent change, but I wouldn't be at all surprised if they are wrong. Either way, if you can't get the GBAO permit on arrival, I think it is best for a traveller in a hurry to go to a neighbouring embassy if at all possible. In fact I'm increasingly convinced that the quickest way to do the Pamir highway (I have about 8 days leaving from Almaty) is to get the paperwork in Bishkek and start from Osh. Of course there are altitude issues doing it that way, so I'm still very undecided!
