Khujand to Samarkand by Road via Istaravshan

I am a tourist coming to Uzbekistan and Tajikistan in December. I would like to visit Khujand. I was thinking about taking a car from Khujand to Samarkand via Istaravshan but I heard that in December the weather will make it dangerous to drive on the roads. Can any of you guys tell me if it is safe to go and where I can book a driver (preferably English speaking) that will give me a good price but will also be safe on the roads? Thanks.
