VOIP banned? and/or VPN needed in Tajikistan

...that VOIP services have been blocked in Tajikistan due to their presence causing a decline in tax revenue from traditional telephone services. Has anyone experienced VOIP (skype/facetime etc) being blocked?

Are any western sites generally like Facebook, Google, Gmail blocked on wifi/mobile internet in Tajikistan per se? Has anyone needed to use a VPN there?

Currently social media websites are available in Tajikistan. It's always a good idea to use a VPN, but it's not necessary to access internet atm.
