Don't eat plov, even if you pick out the meat bit it's cooked in animal fat. Non is vegetarian but it's also just bread. Some of the fried breads don't have meat in them. Delhi Darbar in Khorog may be pricey because it's touristy but they had vegetarian Indian food. At a homestay I was served a vegetable soup and cream of wheat without telling them I was vegetarian. Maybe you want to try local food but going to markets and buying fresh food is a pretty good option for ensuring you aren't eating any meat.
