Transit Visa issued from London?

Is a transit visa still being issued from the London embassy? I am thinking to visit in November for 5 days.

Hello I called with them in August and they said they were not currently issuing any. In Tbilisi they told me that they should begin to issue them again after the period of Independence Day celebrations, so worth trying from October.

I have called the London embassy today and they are still not issuing transit visas.
