Following… I’m planning a trip there next summer. I emailed a Owadan, a Turk-based travel agency last month and they said Turkmenistan is not open yet.

I'm eager to visit Turkmenistan again, however I'm told that the border is closed for most types of visas or visa free facilities(residents of neighboring UZ and KZ regions do not need a visa to visit bordering regions).

Some tour companies will schedule and take reservations for tours that are currently impossible both to gauge interest and to be able to immediately start again once the restrictions are lifted.
I am pretty sure that if you try to book one of those tours to Turkmenistan you will be told that they do not know if the tour will actually take place and that they will inform you some time before the scheduled tour departure if the tour actually happens or not.
Reputable companies will also postpone any deposits until they know that the main part of the tour in question is actually possible, I would refrain from paying any money for a slot on a tour to a country that has no yet announced any concrete plans to re-start tourism.

Simple - there isn't one. Year ago I was talking with state owned tourism agency and they were telling me that rumours are that Turkmenistan will reopen in Q1. Well, didn't happen. And it doesn't seem like its happening soon anyway.

I hope, Turkmenistan will open up to tourists in 2023… but no any official information.

I don't know, how it works that some travel agencies already selling tours to Turkmenistan.
