LOI refusal by Turkmenistan

We are two people who got refused LOI for a planned booked tour.
Anyone has been in a similar situation?

I recently hosted a French couple who planned a flight to TM from Baku if received a visa. However they were ghosted either by Embassy or Tour operator(not sure exactly how it works) despite repeated calls to both. Long story short, decided to leave it for later.
Turkmen bureaucracy is a very enigmatic, one should always take everything with a bit of grain of salt and expect no straightforward answers.
