Embassy report: Afghan visa in New York
I finally got in touch with the NY consul and they will do it. Normal turnaround is 3-5 business days. For anyone who needs the info, they need:
1) LOI
2) 160 USD (plus 50 USD if expediting) in money order or cashier's check. No cash.
3) Original passport, no copies
4) Letter of introduction, self written
5)Copy of the business license of the agency issuing the LOI
6) 2 passport photos

Update on Afghan visa in NY:
I spoke to a couple of people and they said Islamabad was not predictable. So I decided to apply in NY. Applied on Friday, May 17 and received on Tuesday, May 21. Seamless process and friendly personnel. This was regular service - 3-5 days. Expedited service is next business day.
